No, you cannot disable LTE and still have 2G as fallback for 3G.
In menu Mobile WAN Configuration you can change the setting from "automatic" which offers LTE, 3G, 2G to a fixed setting of either 3G or 2G.
This means: selecting 3G fixes the mobile IF to 3G with NO fallback to 2G.
